Multimodal logistics in Italy: intermodal rail hubs, industrial partnerships and bankability post-PNRR
The PNRR cycle accelerated Italian logistics infrastructure but exposed the limits of the traditional development model. The new generation of intermodal rail hubs emerges from partnerships between industrial operators, specialised builders and advisors — with the national infrastructure manager as counterpart, not sole engine. The paper analyses the highest-potential nodes and bankability conditions.
Alpine crossing saturation, European modal shift targets and the reorganisation of the national network create structural demand for intermodal capacity — particularly at nodes with available disused or underused railway areas close to freight corridors. Node selection is the first investment decision: TEN-T corridor connectivity, land availability, the granting authority’s orientation.
The development model we consider most robust brings three capabilities together in a project NewCo: an industrial partner with railway construction and maintenance expertise, an operator with commercial relationships over freight flows (continental and domestic), and a development lead managing the relationship with the infrastructure manager and the authorisation process. The consortium should be formalised before top-level institutional engagement, not after.
On bankability: multi-year freight commitment contracts weigh more than traffic projections; investment modularity (self-standing functional phases) reduces initial requirements; and the post-PNRR cycle rewards initiatives that do not depend on public contribution but integrate it as an accelerator. Moove.it directly develops initiatives of this nature with European industrial partners.
